I. Qualification summary

I am currently a full-time Research Associate at the Institute XXXX in the
University of XXXX. The Institute is devoted to collaborations between
scientists across disciplines to advance nano-biotechnology. The institute
of XXXX is ……(introduction to the institute). I received my Ph.D. degree
in Chemistry from XXXX University (USA) in 20XX, followed by two
Postdoctoral appointments at XXXX University (USA) and University of XXXX (
USA) successively.  I have more than ten years of research experience in the
field of nanoscience, including specialty areas such as metal oxide
nanoparticles, semiconducting nanowires, and noble metal nanostructures.

Nanoscience and nanotechnology involve the harnessing of unique physical,
chemical, and biological properties of substances at atomic and molecular
scales, which offers previously unimagined possibilities for scientific
discovery and practical applications. Rapid advances in these fields are
profoundly influencing the ways in which we conceptualize the world of the
future, whereas novel nanotechnologies are actively improving our daily
lives currently. In the 2001 Workshop Report, “Societal Implications of
Nanoscience and Nanotechnology”, the National Science Foundation (NSF)
stated that "the effect of nanotechnology on the health, wealth, and
standard of living for people in this century could be at least as
significant as the combine influences of microelectronics, medical imaging,
computer-aided engineering, and man-made polymers developed in the past
century."

I am an internationally recognized researcher in nanoscience, and I have
been conducting ground-breaking work in this competitive field.  My original
scientific contribution is demonstrated by 25 publications of major
significance (10 of which with me as the first author), the influence of my
work upon other scientists’ research, and my role as a judge for others’
work for 13 international journals.  I will continue to work in the field of
my excellence and the provided evidences clearly indicate that my
outstanding research ability can greatly benefit the United States.

II. I am an alien of extraordinary ability

A) ORIGINAL SCIENTIFIC CONTRIBUTIONS OF MAJOR SIGNIFICANCE IN THE FIELD OF
NANOSCIENCE

I have achieved extraordinary accomplishment and consistently broken new
ground in the field of nanoscience. My original contributions of major
significance have received international recognition, which is supported by
statements of witnesses from renowned international scientists [Exhibit 1-7]
. The witness letters reflect a consensus among scientific experts from my
field that my research achievements are unusually significant. The heavy
independent citation (480 times) of my published work [Exhibit 8] provides
another strong evidence for my international recognition. The following is a
brief summary of my original scientific contributions of major significance
which have been internationally recognized.

(i) I am internationally known for the scientific research of silicon
nanowires (SiNWs) XXXX.

Silicon is of great importance as an elemental semiconductor in various
applications including medical diagnosis and therapy… (Introduction to the
field of my work) However, the biomedical research of SiNWs is still
hampered by certain fundamental issues such as: 1) un-modified silicon is
not bio-active and cannot be directly used as a therapeutic agent; 2) the
modification of silicon-based materials is usually associated with complex
chemical reactions which are not easy to be controlled at the nanoscale
regime. 

During my Ph.D. study at XXXX University, I developed and optimized a
straightforward electrochemical route to…… I published this work entitled
“XXXX” as the first author in journal XXXX (20XX), a prestigious journal
owned by American Chemical Society. This paper has been cited 32 times [
Exhibit 9], which is among 10% of the papers published in the area of
Material Sciences in 2009 [Exhibit 10].

This outstanding work paved a milestone in developing semiconductor nanowire
-based platforms for biological applications, which is evidenced by
discussions and comments from international experts in this field. For
example, Dr. XXXX, a group leader at the University of XXXX, specifically
discussed my work in his paper entitled “XXXX” published in XXXX (20XX).
He stated that "[Dr. XX] studied the XXXX.” [Exhibit 11] Obviously, my
finding has motivated new scientific inquiries, as Dr. XXXX says in his
independent testimonial letter [Exhibit 4]: “Dr. XX’s work has clearly
proven the influence of XXXX. Inspired by his study, we further prepared
XXXX and investigated the role of the XXXX.” 

My research has also been widely cited by researchers that are
internationally recognized for their own significant scientific
contributions, research expertise and knowledge of the state-of-the-art
development. For example, Dr. XXXX, Professor of Chemistry and Physics in
Harvard University (USA), cited my work as an essential baseline in his
paper entitled “XXXX” published in XXXX (20XX). In this paper, he states
that “XXXX." [Exhibit 12]

My paper was also enclosed and discussed by Dr. XXXX, Professor at the XXXX
University (China), in his book entitled “XXXX” published by XXXX, USA,
20XX [Exhibit 13]. This book provides an extensive overview of the silicon
nanotechnology for biological and biomedical applications, particularly for
biosensing, bioimaging, and cancer therapy. The book is now available in the
book store of Barnes & Noble (www.barnesandnoble.com). XXXX is a global
publishing company that publishes books, e-books and peer-reviewed journals
in science, technical and medical publishing [Exhibit 14].

On the basis of above work, I further invented two methods to prepare SiNW-
based composites that are flexible, bioactive, and more suitable for
practical uses. Specifically, these composite materials consist of XXXX. The
resulting material promotes significantly the …, which is highly valuable
in the design of XXXX. This work, entitled "XXXX" with me as the first
author, was invited to be published in a special Focus Section of the
Journal XXXX (20XX): "XXXX." In the Introduction of this special issue, the
editors stated that "XXXX." [Exhibit 15]

Moreover, the methods that I developed in this study have been applied and
reproduced by other experts in the field. For example, Dr. XXXX, Professor
of Physics at XX University (Sweden), comments in her publication entitled "
XXXX" in XXXX  (20XX): “This method was adapted from a study published
recently.” “This result suggests that XXXX, which is in agreement with a
previous study showing that XXXX.” [Exhibit 16]

Another ground-breaking scientific finding I have achieved during my Ph.D.
study is the development of SiNWs for drug delivery applications. In this
project, I invented an electrochemical approach and successfully…… This
work, entitled "XXXX" with me as the first author, was published in XXXX (
20XX), a prestigious journal ranking #XX out of 277 (Top XX%) journals in
the area of XX based on Scimago Journal & Country Rank
database for the year of 2015 [Exhibit 17].

This work has significantly inspired other researchers and scientists on the
development of semiconductor nanowire-based drug delivery platforms. Dr.
XXXX, Professor of Chemistry in University of XXXX (USA), comments in his
independent testimony letter [Exhibit 6]: "This method is innovative and
ready to be applied to XXXX......Our study is an important step toward
designing implantable nanowire scaffolds to modify natural biological
structures, and Dr. XXXX’s work is an essential precedent to our study.”
Dr. XXXX (the French guy) also speaks highly on my study [Exhibit 4]: "Dr.
XXXX's discovery in this publication not only proved the …., but also
facilitated the development of......Motivated by Dr. XXXX’s work on …. we
XXXX.”

Due to my significant contribution in the field of …. I co-authored a book
chapter entitled “XXXX” in the book "XXXX" published by XXXX, USA, 20XX [
Exhibit 18]. The editorial review describes the book as “XXXX.” This book
is now available at Amazon.com.

(ii) I first reported … of gold nanoparticles (AuNPs)

One of the most phenomenal properties of gold nanoparticles (AuNPs) is the
photo-thermal effect by which the particle transfers the energy from light
into heat. This light-to-heat energy conversion has led to the development
of new imaging techniques and therapeutic approaches for cancer treatments.
The size of AuNPs plays an important role in determining the efficiency of
this energy transfer process. Therefore, it is of paramount importance to
XX. Although several theoretical calculations have been reported
previously to demonstrate the XX, no experimental result has been
demonstrated to
support these theoretical results.

I proved that, for the first time in the world by providing experimental
data, the …. Furthermore, I established a quantitative correlation between
theory and experimental data, validating my physical model as a practical
engineering tool. I have further expanded my experimental results to a
broader range of …, which is of major significance to promote novel
technologies using gold nanomaterials. This work was published in a
prestigious journal, XXXX, in 20XX.  The paper was entitled “XXXX” with me
as the first author.

This work immediately generated wide interest and has been cited 37 times
independently so far, which is 5.9 times higher than the average citation
numbers (6.13 times) of papers published in the year of 2013 in the category
of Material Science [Exhibit 19]. And this paper is among top 10% of the
papers published in both areas of Chemistry and Material Sciences in 2013 [
Exhibit 20]. As a demonstration of the major importance and significant
impact of this work, my paper has been cited in 5 scientific reviews
published in prestigious journals [Exhibit 21]. Especially, in the review
article entitled “XXXX” published in XXXX (20XX) by Dr. XXXX and Dr. XXXX
from University of XXXX (Italy), my findings were specifically discussed and
my data was requested for reprint in this review article [Exhibit 21-1].

Dr. XXXX, an associate professor of Chemistry in University of XXXX (USA),
notes his work being influenced by my contribution despite having no working
relationship with me. He states in his independent support letter [Exhibit
3]: “It is worth noting that Dr. XXXX’s research results are particularly
informative for us because his work proved that XXXX. His findings also
revealed that XXXX, which motivates our work in the direction that XXXX.”

My findings have also been widely cited to justify new studies by other
scientists. For example, in the paper entitled “XXXX” published in XXXX (
20XX), Dr. XXXX, Professor of Chemistry and Biochemistry at Georgia
Institute of Technology (USA) and Member of National Academy of Sciences,
stated that: "[our] result is in agreement with a previous study that
reported XXXX." Dr. XXXX also applied my findings as a baseline for data
analysis and the interpretation of results: "The reason for XXXX …. is that
the ….." [Exhibit 22]

(iii) I have collaborated with numerous scientists to conduct pioneering
research on a large variety of nanostructures

I have been actively engaged in collaborative research with other scientists
to investigate structures and properties of various nanomaterials using my
expertise of nanomaterial synthesis and characterizations. My collaboration
work has been heavily cited by independent and leading researchers from
prestigious institutions and organizations around the world, indicating the
major significance of my work. Undoubtedly, my collaboration with other
researcher has been highly productive and significant.

• My article, “XXXX”, published in XXXX (20XX), has received 187
citations to date [Exhibit 9]. This article is among the top 1.00% most
cited articles published in Material Science in 2005 [Exhibit 23].

• My article, “XXXX”, published in XXXX (20XX), has received 162
citations to date [Exhibit 9]. This article is one of the top 1.00% most
cited articles published in Material Science in 2004 [Exhibit 23].

• My article, “XXXX” published in XXXX (20XX), has received 69
citations to date [Exhibit 9]. This article is thus one of the top 10.00%
most cited articles published in Material Science in 2004 [Exhibit 23].

• My article, "XXXX" published in XXXX (20XX), has received 49
citations to date [Exhibit 9]. This article is thus one of the top 10.00%
most cited articles published in Material Science in 2004 [Exhibit 23].

Dr. XXXX, Professor from XXXX (China), has highly praised my collaboration
in his work entitled “XXXX” published in XXXX (20XX). He comments that, “
In this groundbreaking work, Dr. XXXX made an essential contribution with
his exceptional expertise in characterization of morphological and
structural properties of XXXX, which is an indispensible part of the study.
” “Dr. XXXX was in charge of measuring the structural and compositional
properties of our samples and performing data analysis, which is essential
to the success of our project. He provided precise and valuable feedback to
my synthetic processes…… Therefore, Dr. XXXX's contribution to this work
is of significant importance and prerequisite.” [Exhibit 7]

Dr. XXXX, Professor of Physics at XXXX University (USA), also provides his
independent testimony on my collaborative work as that, “Dr. XXXX’s
contributions in his co-authored works shall be considered as of major
significance as those first-authored works. To my knowledge, Dr. XXXX’s
major contributions to those co-authored papers are characterization of
specific nanomaterials, a crucial section of the research on nanoscience and
nanotechnology.”  [Exhibit 5]

The above is just a few of the original scientific contributions of major
significance I made to my field. Additional original scientific
contributions I made in recent years can be found in my publications (please
refer to Exhibit 27 for a complete list of my publications). My original
contributions of major significance have received the international
recognition, which is further supported by:

• My publications have garnered 620 total citations (Google Scholar,
Exhibit 9) or 480 independent citations (ISI Web of Science, Exhibit 8). 
The reasons for the difference in the number of results retrieved are
different database sources. ISI only includes “highest impact journals
worldwide”, whereas Google Scholar broadly searches for scholarly
literature.
• The average citation rate of my publications is 25.58 [Exhibit 8]
which is far above the average number in the field of Chemistry (13.28) or
Materials Science (10.17) [Exhibit 24].
• My work has been widely cited in original research articles, review
articles, and books from over 1600 researchers located in 36 countries
worldwide. The research area covers material science, chemistry, physics,
engineering, biology, and so on. These facts indicate the broad impact of my
work to the field of my endeavor [Exhibit 25 & 26].

In summary, the numerous unprecedented and seminal breakthroughs, the
influences of my work on other researchers, and the assessments given by
experts prove that I have made original contributions of major significance
to the field of nanoscience.



B) AUTHORSHIP OF SCHOLARLY ARTICLES, BOOK CHAPTERS, AND INTERNATIONAL
CONFERENCE PAPERS

Up to now, I have published 19 peer-reviewed journal articles, 2 book
chapters, and 4 papers in international conferences. Please refer to Exhibit
27 for the complete list and full bibliographic details of my publications.

(i) Peer-reviewed journal articles

My 19 original research articles [Exhibit 28-46] were published in
prestigious international journals such as XX, XX, XX, XX, etc, which
clearly demonstrates my excellent authorship. Please refer to Exhibit 53 for
detailed information of selected journals of my publications.

According to ISI Web of Science [Exhibit 8] and Google Scholar [Exhibit 9],
my scientific articles have been heavily cited by other scientists. Moreover
, my articles have been frequently cited by the most prestigious and
influencing journals around the world, including but not limited to: Journal
of American Chemical Society, Nano Letters, Proceedings of National Academy
of Science, Nanoscale, Chemical Society Reviews, etc. Please refer to
Exhibit 54 for detailed information of selected journals and corresponding
articles in which my publications were cited. 

Due to the originality and significance of my research achievements, my
publications are collected by important international E-databases across
multiple academic fields and countries, as shown in Table 1. Please refer to
Exhibit 55 for detailed information and evidence.

(ii) Book chapters

I am the second author of the book chapter entitled “XXXX” [Exhibit 49] in
the book "XXXX", XXXX, USA, 20XX. This book focuses on XXXX [
Exhibit 18]. XXX is an independent international publisher which publishes
outstanding works in the fields of science, technology and medicine [Exhibit
56].

I am the first-author of a book chapter entitled “XXXX” [Exhibit 50] in
the book series "XXXX", XXXX, USA, 20XX. This book serial was initiated in
19XX, and it provides XXXX [Exhibit 57]. XXXX is a world-leading provider of
information solutions that enhance the performance of science, health, and
technology professionals,empowering them to make better decisions, deliver
better care, and sometimes make groundbreaking discoveries that advance the
boundaries of knowledge
and human progress [Exhibit 58].

(iii) Conference papers

I have published three conference papers at the SPIE Optics + Photonics
conferences [Exhibit 49-51]. SPIE is an international society advancing an
interdisciplinary approach to the science and application of light [Exhibit
59]. The conference “SPIE Optics + Photonics” is the largest international
multidisciplinary optical sciences and technology meeting in North America.
The meeting delivers the latest research in optical engineering and
applications, nanotechnology, sustainable energy, and organic photonics.

I have published one conference paper at the International Conference on
Nanomaterials: Applications and Properties [Exhibits 52].This conference is
sponsored by Institute of Electrical and Electronic Engineers (IEEE) and
held annually in Ukraine. IEEE is the world’s largest technical
professional organization dedicated to advancing technology for the benefit
of humanity [Exhibit 60]. This conference is devoted to new actual problems
of modern material science, such as technology of nanomaterial production,
properties of nanoparticles and nanosystems. The conference is also focused
on the applications of nanostructured matters in hi-tech industry, biology,
medicine, chemistry, etc [Exhibit 61].

In summary, a good number of published articles in leading scientific
journals and books, heavy independent citations of my published work, and a
number of international conference papers establish that I have met the
authorship criterion.

C) PARTICIPATION AS A JUDGE OF THE WORK OF OTHERS IN THE FIELD OF
NANOSCIENCE

As an author who continuously and consistently publishes high quality
scholarly work in the field of nanoscience, I have been invited to review
manuscript submissions 37 times for 13 international journals, as shown in
Table 2. Please refer to Exhibit 62 for the acknowledgement letters from
journal editors. These peer-reviewed journals all have worldwide circulation
and international influence in the scientific community. Please refer to
Exhibit 63 for detailed information of representative journals for which I
have served as a reviewer. To be invited as a reviewer for these journals
demonstrates an international base of recognition.

The criteria for being a reviewer for these journals are very high, as Dr.
XXXX, the Editor-in-Chief of the journal XXXX, points out in his testimonial
letter [Exhibit 64]: “we credit a small elite group of scientists in the
field who have made outstanding achievements and won international acclaim
to serve as our expert reviewers.” Undoubtedly, I am qualified as an
outstanding judge of the work of others because of my excellent achievement
in the field of nanoscience, which could be further evidenced by the review
invitations from journal editors who are top scientists in this field.
Please refer to Exhibit 65 for biographic information of selected editors
who invited me to review manuscript submissions and corresponding
acknowledgement letters from these editors.

I have reviewed manuscripts of other researchers and scientists from 15
countries and regions (including USA, Canada, China, Czech Republic, India,
Korea, Malasyia, Mexico, Pakistan, Saudi Arabia, Iran, Tunisia, Brazil,
United Kingdom, and Poland). It is worth noting that some manuscripts that I
have reviewed are authored by renowned researchers from top international
universities and institutions, such as XX University (USA), XX University (
Canada), Chinese Academy of Sciences (China), Institute of XX (India), and
XX University (Korea). Please refer to Exhibit 66 for biographic information
of above mentioned researchers, reprints of their submitted manuscripts,
and acknowledgement letters from journal editors who invited me to review
these submissions. My reviewing work which involves these extremely
accomplished professionals is clearly reflective of my national and
international acclaim.

In summary, the review activities I have conducted for high-level journals
published in different countries clearly demonstrates my significant
international recognition in the field of my endeavor.

III. Substantial benefits prospectively for the United States

The United States has, in the view of many experts, emerged as a global
leader in nanoscience and nanotechnology, though the competition for global
leadership is intensifying as countries and companies around the world keep
increasing their investments. Naturally my career goal is to become a
prominent scientist in one of the prestigious universities or leading
companies in the US, where I can devote myself to the improvement of human
lives using nanotechnologies. I am ever more convinced that my future lies
in the United States as an extraordinary scientist so that I could make the
best use of my passions and experience to improve human lives. Consequently,
it is imperative that I can be permitted to remain as a permanent resident
in order that I may continue to benefit the United States through even more
extensive research and discoveries.

The future of nanoscience research will include development of technologies
that enable commercial scale manufacturing of nanomaterials and related
products, as well as environmental, health, and safety concerns. Meanwhile,
the fundamental study of structural properties of nanomaterials will
continue as an important field in natural and applied science. My long-term
research goal will be focused on both fundamental scientific investigations
and practical applications of nanoscience and nanotechnology. Specifically,
I will continue my current research on XXXX. Eventually, I will establish
XXXX. The included witness letters from top international scientists [
Exhibits 1-7] clearly testify that I am among the elite researchers in my
specialized field. My expertise will be of immense value to the U.S.
scientific community.  My numerous past original scientific contributions of
major significance leave no doubt that I will continue to make significant
breakthroughs throughout my career.

In summation, the heavy independent citation of my published work, along
with the statements of witnesses from top international scientists,
establishes that the greater scientific community recognizes the
significance of my research. I am an alien of extraordinary ability who is
at the top of the field of nanoscience, which has been proven through my
original contributions of major significance, an impressive publication
record in my field, and my work as the judge of the research of others in
the field of nanoscience. Moreover, my work definitely continues to
prospectively benefit the United States to a substantial degree. Therefore I
qualify to be classified as an alien of extraordinary ability in accordance
with Section 203(b)(1)(A) of the Immigration and Nationality Act.

I respectfully request that you consider this petition and the evidence
submitted herewith, and upon consideration, that you approve my petition for
permanent residency as an alien of extraordinary ability.

时间线:11月8号寄出材料,显示11月10号收到。昨天早上查银行账户才看到钱被兑了
,下午回家拿到I797 receipt notice。今天早上再一查询就Approved了!感谢大家的
祝福!看来确实好使:)

等我有时间把PL改改发上来回馈本版,再加点个人经验和感想。

去年递了NIW和EB1A。NIW很快批了,EB1A不幸撞到0214手里,RFE后被毙。现在二进宫
,求祝福!

背景:美国普通学校化学PhD,文章25(全英文,10篇一作。19篇杂志,2篇book
chapter,4篇会议proceeding),引用620(Google),独立引用480(WOS),审稿37(13
个杂志,IF 0-5)

上次0214先是质疑我的引用不够多,跟业内牛人比差很远。我一开始以为他还真是了解
我的专业,后来发现他给所有专业的回复都是这样,引用不上千都不够资格。然后他说
我的引用大多来自酱油文章,这个确实是事实,我一作文章的引用大概也就100,其他4
-500都是打酱油的。RFE的时候我专门找了引用最多的一篇文章的第一作者给我写了封
推荐信,但还是不好使。我感觉这些杀手们看重的是真正的亮点,以前靠数量就可以搞
定的,现在不行了。

如果这次能过的话我就来发详细供略包括模板,不过的话就躲到角落里继续蓝瘦香菇..
....
