The definition of non-resident is a bit twisted. If you're a foreign
student, you file tax returns as "non-residents" (thus form 1040-NR),
even if the fact is you actually live in the US and are actually
a resident.
The definition of "non-resident" at the banks may be different.
I don't remember ever filling up forms you mentioned at any bank.
I still receive an annual interest report from the bank, attach it
to the tax form, and add a note claiming the exemption.
For other types of income, e.g., stock and mutual funds, the story
may be different.
